Backlash to the new CSA regulations

I didn’t think of this one..but neither did the Department of Transportation. What is going to stop truckers and carhaulers from taking back roads to avoid inspection stations and scale houses. For almost twelve months I have researched every new torturous angle of the Federal trucking/autohauling regulations and not once did this occur to me. But in California someone tried this.
